most likely the utility transformer was inadequately sized. call the utility company, they might have to upgrade (resize) the transformer to serve the demand of the housing complex.

It sounds like the batteries leaked and oxidized the terminals. If you cannot get them clean enough then I would suggest getting a new reomote from the manafacturer.
