Lisa, Wow! changing that belt is a chore. It's really hard to analize what's going on but are you sure you replaced all the idler springs? Cuz that can cause a loose belt where you won't be able to move. Just a thought..was a MTD Rep for 27 years retired 15 years ago. Sounds like you need a new belt but check the tension spring first

Check ignition coil for spark if it good check fuel filter and carburetor I would bet carb.needs a good cleaning then put some seafoam in first tank of gas

sounds like the spring putting tension on the belt is missing or weak
