they have a nut under a cap in the middle of the rim and some have a cotter pin remove the pin take the nut off be sure tire is off the ground trhe pull on the wheel you may have to use a rubber mallet for help to remove it.

if it is like my MTD you cannot you have to replace the transmission they are sealed

put a block on the blade and take nut off

if it starts it is getting spark so it has to be in fuel delivery check fuel filter if it is ok rebuild and clean carburator

need to put a new head on the starter t is probably worn and catching on the flywheel.

sounds like the transmission is bad
