19hp yardman riding mower

Hi Lisa: If it won't shut off then the ignition is on all the time. If the start switch won't spin the starter, then the switch is not working. Something happened to cause this problem. Who did what to the wires? or It did it all by itself in which case the switch needs to be replaced. I would use a continuity meter to check the function of the switch and make sure the wires are correctly connected. Hope this helps.

Yes. It's a matter of dis-assembly, replace, and re-assemble. You should be able to get thae part (and the work done) at any local small tool rental or service shop.

BRAND NEW TILLER WIRE HANGING DOWN BY CARBUREATOR BOWL WHERE DOES IT GO.

David try this there should be a piece of flat metal that is horizontal by the carb. bowl that you can push back and forth, it should have a hole in it. The end of that wire should go into that hole and you need to crimp that wire so that it stays in the hole attached to that piece I described that moves horizontally. Based by the picture of your tiller this wire is going control your throttle so that your tines turn.

check the oil see if it smells like gas if so the carb is not sealing over filling and draining into the oil a new carb can go bad or ts gas from the bad old one

Crazy question but where is

The primer button is usually on the carburator of your machine. Most of the time on the side of the carburator , but sometimes on the front of the carburator. GOOD LUCK.

My Briggs and Stratton 300 148 cc lawn mower surges up and down while running. Seems to run best when almost out fuel

You most likely have a partially clogged carb (main jet) and it isn't allowing enough fuel for the engine to run smoothly. This is fairly common. The carb needs to come off, get disassembled, and cleaned paying close attention to the small opening in the main jet.
