i find the when they are stuck that bad you will break more by trying i pop of the beads with a pry bar and just change the tires right on the machine keep in mind if the outside has rust the wheel where the tire seals will as well if so put in a tube it will save you time later

remove the three or 4 bolts holding the starter on the motor wind the spring loaded starter backward until you feel real good tension stick a screwdriver through the starter to keep it from unwinding thread the rope through the opening in the starter tie a knot in the end of the rope release the spring that should fix it.

you should take a picture of how the belt is on there now so you will know how to put it back on. check to see if the blades will spin freely with it not running of course. put your hand under it and spin the blade. if they don't spin you may have something wrapped around the spindles causing the blades not to spin causing the belt to smoke. if the belt is cracked or missing any chunks you may want to replace it. take a picture so you will remember how it goes back on.

Check all pulleys for bad bearings by removing belt and they should turn freely without feeling any resistance or roughness, make sure idler pulley is not loose on shaft, check for alignment of belt (deck itself could have warped).

Stay away from the 100 models, while cheaper, they are not built to endure. Given your prior experience with your JD, I gather you want something that endures. Cheaper models of all brands are sold at home service centers; and cheaper parts, smaller engines, etc. are used in their construction. In some instances, it is the difference between having plastic parts and metal parts. A JD dealership tends to have closeouts mid-August.
Just remember that most brands have a line of lower end models and if you select from such, you pay later! While I am old enough to be shocked by prices of riding lawnmowers, if you are looking for something of commercial strength rather than home, you will have to fork out considerable cash. JD's x300 line is noted for endurance but you may not like the price. That is why I have proved the above link. JD's are all made in the USA. A lot of other brands are as well but a lot are actually made by MTD and may not be of the quality you expect. You might take a look at a Simplicity zero turn mower but remember what I have said about buying at the lower end and from home service centers.

Most likely, you will have to replace your carb. diaphragm. Its between the carb. and the gas tank. It collapsed. So the gas is not going from the tank to the carb. as it should be. It will get some gas, but not enough to run right. (Its starving for gas)
