i find the when they are stuck that bad you will break more by trying i pop of the beads with a pry bar and just change the tires right on the machine keep in mind if the outside has rust the wheel where the tire seals will as well if so put in a tube it will save you time later

remove the three or 4 bolts holding the starter on the motor wind the spring loaded starter backward until you feel real good tension stick a screwdriver through the starter to keep it from unwinding thread the rope through the opening in the starter tie a knot in the end of the rope release the spring that should fix it.

you should take a picture of how the belt is on there now so you will know how to put it back on. check to see if the blades will spin freely with it not running of course. put your hand under it and spin the blade. if they don't spin you may have something wrapped around the spindles causing the blades not to spin causing the belt to smoke. if the belt is cracked or missing any chunks you may want to replace it. take a picture so you will remember how it goes back on.

The fact the choke must be 2/3 applied to obtain a smooth idle indicates not enough fuel is being supplied by the carb at idle speed. Applying the choke richens the air/fuel ratio. I suggest you revisit the carb idle air/fuel jets, air passages and any adjustments as well as checking for intake air leaks.

i just looked up Quattro mower they are a 4 stroke engine and yes i would buy a 22 inch blade but be sure it fits this mower PS go to wall mart and check out their blades they are reduced now.

Check all pulleys for bad bearings by removing belt and they should turn freely without feeling any resistance or roughness, make sure idler pulley is not loose on shaft, check for alignment of belt (deck itself could have warped).

not sure i understand you correctly but if it turns over to a spot and stops. it is on the compression stroke. that means the valves are out of adjustment. reset the valve clearances and it should be as good as new. or take the spark plug out and see if when you try to start it it shoots out gas out the exhaust that means you have a bad needle or seat in the carburetor. it will need to have a kit put in it. it is easy to do and cheap.

Most likely, you will have to replace your carb. diaphragm. Its between the carb. and the gas tank. It collapsed. So the gas is not going from the tank to the carb. as it should be. It will get some gas, but not enough to run right. (Its starving for gas)

check your cork washers to your carb

valves are out of adjustment. reset them and it will do fine.

it hooks to the rear of the deck and the bracket on the transmission. i just took this picture. i have three the same way.
