Yes it can,change it.

There are a few items it could be. (a) Low Compression (b) Blocked High Speed Jets (Clean them with a Wire) (c) Blockage in the Fuel Delivery System (d) Lack of Oil

If you have never rebuilt a Carburator, there are some VERY SMALL ORIFICES that need to be cleaned and require a very small wire to get them cleaned.. You may also have a Compression Issue with the engine, a Bad/Defective Primary Clutch could also cause a drag on the Engine

Sounds like fuel pump may be leaking into crankcase over fueling engine.

Rebuild or replace primary clutch and belt. Clutches do not last forever. Also check secondary shiver.

Try spraying a little starter fluid into the air intake. If it tries to start, the carburetor needs adjustment or cleaning and rebuilding or replacing. DO NOT USE A LOT OF STARTER FLUID!

You have to remove the 2 bolts holding the seat down under the tunnel first. Then slide the seat to the rear to remove it. Then you can remove the springs holding the hold-down plate on the rear of the tank. Just slide the tank back then.

common problems that can cause this is to much oil. engine veins blocked or the rings on the piston are gone and the back pressure from ignition creates an overflow of air into the system.

Hey Dave, Have you replaced the air filter? Try running it without the filter to see of that makes a difference.. bad gas will not cause this.. Sometimes its cheaper to take it to a professional..

Maybe its trying to tell you something. Low oil or no oil flow, try replacing level sensor.

Well on modern cars there is an egr, exhaust gas recirculation, when this clog up, which often happen if you just do urban especially short trips to the shops or school runs,, the computer stop you going above certain speeds, and it runs rough, or the mass airflow meter pack up, if you are mechanically minded you can replace or clean out the egr, if it's the mass air flow most likely you'll be buying another,
