Have you checked the batteries? They may be getting old and weak. The charge they have may be enough for the sounds but not enough to power the motors for the movement. Do you have a power cable to plug it into a wall outlet? Trying that will tell you if it's a power issue or an electronics issue.

It would be easier to return it if new. The 3 x AA batteries where new and fresh and correctly inserted? Verify correct direction of inserting the batteries, because they alternate. They don't all go into the device in the same direction.
