AS long as the computer device drivers are up to data, the USB port should be operational and communicate with your external drive. If the external drive is connected to a USB port and you are certain the external drive is running (listen for the whirring sounds) and still no communication; the hard drive may have lost the formatting feature. Switch USB ports around and see if any signal reaches the File Explorer in Windows.

If there is a bios chip on the board, heat it to remove it and change it with the bios chip on the new board.

Take any jumpers off the drive. If there are none, check the data cable to make sure it's in the correct spot on the motherboard. Connecting it to a blue or white connector will do that.
BIOS settings for WD200 20GB
Bios will find the drive or you can manually enter the heads and cylinder count from the data on the label of the hard drive.
