Hello there just got a volvo c70 and the radio
Disconnect the car battery for 10 minutes then try. But if d
isconnecting the battery did not make any difference to it, then your car radio is on a lockout mode and it needs to be left up to one hour with the radio switched ON either in the car (with the ignition on or out on a power supply) it will then reset and allow you to put the correct code in. if the display reads "OFF", then the radio is locked and needs to be reset.
After entering the code 3 times ... the radio displays "SYSTEM OFF"...
A few hours latter, the system resets itself and again displays "CODE"
and allows for 3 additional trys...

Reverse sensors, clock,navigation, and radio
First, check the fuses. Next pull the battery lead, wait 5 minutes and reconnect it. That solves most of my Volvo's electrical gremlins but you have to set you clock an radio presets again.
Your next option is to check the forums. Here is one I use frequently:
http://www.volvoforums.com Hopefully this will work because your next stop is a Volvo service center which is never fun or cheap.

FYI: Consider this when it comes time to replace it: Ford bought Volvo for $6 billion in 1999. They added a huge amount of technology to the vehicles which caused so many problems that they sold Volvo to a Chinese company for $1.6 billion in 2010. The Volvo name has been in a rapid decline and it looks like it just bottomed out. It's a shame because I still think they make some great looking cars. Too bad the beauty is only skin deep.

Remove the radio from the dashboard.
Then post the radio make+model plus all the letters+numbers
on any labels,barcodes or stamped in the metal casing.

I have the code to my radio but when you turn it
i had the problem with the same radio in my truck yesterday, i solved by uncliping the front facia about 3 times with the ignition on your vehicle on, the word off means you have disconected the battery at somtime so the radio thinks it has bin stolen, if uncliping the facia does not work when you drive your car put the radio on so you can see the off word and after about an hour the word CODE will appear then put your code in

CHECK BATTERY CABLE FOR TIGHTNESS.IF ALL IS GOOD CHECK BATTERY VOLTAGE.IT SHOULD BE 12.5 VOLTS. IF NOT CHARGE BATTERY.WHEN BATTERY BEEN CHARGED OR REPLACE.CHECK ALTERNATOR OUT PUT.IT SHOULD BE 13.5 VOLTS TO 14.5 VOLTS.
