I'm not sure what version of Skype you have, or what operating system you're running (Windows, Apple, etc)
I think you need to go into your Skype settings and allow Skype to access you're microphone. Look up on Google where that setting is, I can't think of it off hand.

IF you have the manual for that TV, review how to rest the TV to Factory Specifications. Resetting to the original specs. generally cancels out disruptive elements that have invaded the system over time. Other than that, you need to seek the assistance of a serviceman who can analyze the electronics and resolve the matter.
Missing 1/3 of the display
This could be a failure in the screen panel or the matrix driver on the circuit board driving the screen. On rare occasions it could be a bad ribbon connect or cable that feeds the screen. This is not normally something you can fix yourself. You would need the proper service setup and spare parts to try.
Considering if the monitor is out of warranty and is aged it's best to get a new one.
