My 12 V 400 watt

My guess would be the power oscillator mosfets. Was the 25V AC or DC? If there is no AC and the output is DC then the chances are very good that one of the switching mosfets that produce the AC is shot. These are usually set up in an H-Bridge configuration and both the neutral and hot leads alternately get switched between high voltage DC and ground, producing a modified sine wave output. For the cost of one of these inverters, it might be cheaper to just buy a new one and recycle the old.

I have a vector 750

If you have a manual for the inverter check and see ifDin there are diagnostic codes with the LEDs. http://documents.dewalt.com/documents/English/Instruction%20Manual/Vector/VEC1045.pdf I looked through this and your description of the problem was not listed in the document, but you may be able to contact the manufacturer and get more information. Basically this is a DC to AC power conversion device, which takes the 12v DC input and converts it to 115V AC and in does so at a maximum peak power of 750 watts at 115V AC. since your charge controller went bad, it is possible in the process it overloaded this device or the battery system put out too low of a voltage when the charge controller died and low voltage input is not something this unit was able to tolerate. Check your remaining components to be sure they are good, then look at the inverter's board and transformer to see if anything was damaged. I would want to verify the charge controller was good and the batteries in good condition - and perhaps consider replacing this inverter with one more suited to your actual load wattage requirements.

When wiring reversed polarity. now it not work. is there fuse in the unit some where?

Fuse is there, but more damage is suspected. Transistors damage easily and capacitors will short when subjected to reverse polarity.

It probably does, but an in-line fuse is still the safest way to go, connected as close as possible to the voltage source as possible. The internal overcurrent protection device (aka, fuse or breaker) in the inverter will prevent the DEVICE from melting if it malfunctions. An in-line fuse will protect EVERYTHING if the WIRING malfunctions.

On inverters with four terminals what will happen if only one set was wired

If there are four outputs then hooking up one set won't hurt a thing. Make sure they are not a pair of input and a pair of outputs.

Durite inverter

If the unit doesn't have an external fuse and it doesn't reset itself after an overload, it possibly has an internal (onboard) fuse that needs replaced. Possibly de-soldered and re-soldered...

(Vector 400 Watt sst Power inverter) When I plug

I am assuming that the inverter works with other devices. This being the case, i am thinking that the television start up current is drawing too much power too quick for the inverter to handle and this is what is shutting down the inverter.

I have to power 1800

I think the problem might be your battery setup.
First of all, these batteries are not deep-cycle batteries they may not tolerate this kind of usage. Secondly, if you have 20 batteries connected in parallel they could end up working  against each other (draining each other) all the time.
You might do better with 2 very large 6 volt deep-cycle golf cart or fork lift batteries.
