Sounds like the carb overflow hose. It it's leaking gas the float in the carburator is stuck and letting too much gas into the float bowl, causing the excess gas to drain from this hose. You will have to remove the carb and set the float to the proper level.
Check to see if the bulb is blown or the connections are rusty or loose. Normally accessed by unscrewing the two Philip Head Screws in the lens. A lot or motorcycles have poorly designed taillight waterproofing and this will allow water to get in, rusting the connections. Check for loose or broken wires. Check for holes in the lens. The rubber seal around the lens often gets wreaked by vibration and or sunlight and needs replaced. If there is water or moisture inside, find out why. If the seal is OK try appling some petroleum jelly (Vaseline) to aid waterproofing. Don't forget to clean the lens while it is apart to save taking it off again.
Try shifting into gear when the motor isn't running. If it goes into gear check your clutch adjustment; if the clutch remains partially engaged you wont be able to get it into gear.
