Google for: PF1209 Mac driver (you may add UC-Logic, Genius, Pentagram, Trust)  and find the OLDEST available driver. It should be a .pkg file after extracting. 
Install it (it should be the v.1.0 control panel) and then you may install the recent v.1.24.2 driver over it. 
It is still a bad written chinese PPC code conflicting with some applications but it works in the meantime. 
 While the whole planet slides down on the windoze-****  - I'm waiting for a real Mac driver too ;o)

have you tried it in any other versiin of windows such as 7... maybe the drivers are not for vista... if tha doesn't solve it then must be hardware issue
