It's an L-head engine and once they get a few hundred hours run time, the valves wear into the hard seat, lash goes to zero, and they become hard to start. You can check valve lash by removing the crankcase breather (two screws). If lash is near zero, time for a valve job. Plenty of how to videos on the web. If it's easy start, just low power then less likely a valve lash issue.
There are many things that cause low power. Bad fuel, water in fuel (fuel bowl), fouled carburetor, poor spark, fouled plug, improper plug gap, wrong plug, weak ignition module.

Toro 51978 weed eater can't pull the cord?
It is a two stroke motor. Have you been running it at the recommended gas / oil mix?
The pull cord should pull easily when unbolted from the trimmer engine.
Remove the spark plug. Add a dessert spoon of light machine oil like 3 in One and let it sit overnight with the piston and cylinder perfectly upright. The next day, turn the crankshaft three full revolutions with a wrench. Tip out any excess oil and refit the spark plug and pull starter.
Toro 22" Recycler Vibration Problem
Disconnect the spark plug for safety reasons. Turn the mower on it's side, carburetor up. Slowly turn the blade by hand. You should notice if it is bent. Remove the blade. It is usually a 9/16 in bolt. Use a straight edge to determine if the cranksaht is bent. If the deck is good, you can find a used engine that bolts on. Otherwise you can use it for parts.
