I surely hope your laptop is not damaged, but be sure and have it checked before charging it again anywhere. That is because it might have caused the problem. Then, have the charger tested to see if it is still good, or must be replaced. God bless your efforts.

A USB has only 2 power wires, the outer ones onpin 1 and pin 4, which is 5 VDC. The two inner pins 2 and 3 carry data only, which can't power a fan. As part of the cooler is working it is more likely a fan problem.
