This is normal. Countertop dishwashers have two motors inside. The drain motor is a inductive type motor. They are noisy. They all work this way during draining.

You can not operate just the drain. Restart dishwasher and drainage will occur

this will sound silly but the amount of times this has been the cause will justify the question, if the drain hose is conected to a spout off the sink trap, has the plug at the base of the spout been removed to allow water to drain? Otherwise > disconect the power then tilt the dishwasher about 45 degrees to the front then back, hold it in each position for about 10 seconds, water will come out so be prepared for that. back to level and try it again,
