What message are you getting on the screen when you turn the phone on? Is it recognising there is a sim card there but not letting you use it? The most common reason for this is often a 'Locked' handset. Most networks set the phones the sell to only work for their sim cards. Most specialist phone retailers can usually Unlock the handset for a small fee.

Sounds like you need a PUK code? Thus is available from your network carrier. Resetting the phone isn't going to fix your issue! It is locked by the phones IMEI No (every handset has its own IMEI, even an apple watch for example.
Apparently 10 year old phones can still be purchased on eBay.com and other web sites. Perhaps purchase an identical model to see if parts can be used or what can be swapped.
