I am guessing that your DVD player could be broken and the laser part that reads the disc's is also not working too and the disc drive is also broken. The disc drive and everything that is attached to the disc drive needs to be replaced all together.

It could be a problem with the power supply for your TV and a bad power supply too. You would have to have a TV repair person to take a look and see what the problem is with the TV.
Check the LVDS cable to be sure it's connected properly, also unhook the 2 ribbon cables going from tcon to panel boards, clean them and make sure they're plugged all the way in. If that doesn't fix it you could try replacing the tcon, if that doesn't fix it unfortunately your panel was damaged when it was handled, this happens quite often, in most cases it's from static when it's carried from one point to the other while replacing the strips.
The TV has corrupted Bios and firmware, thus stuck in a "Boot Loop". You will need to download the update for it and put it on a usb. Then use the usb to the maintenance port on the TV. If this does not fix the "Boot Loop" then the TV is scrap.
