There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here. That sounds like a protection against overheating. Remove the case and vacuum any heatsinks or fans you might see. Also make sure it in in a well ventilated spot, with nothing on top of it, or another heat producing appliance under it.

The 4 blinking lights is usually a indication of a power problem. You can try to reset it to factory defaults.
Step 1: Remove the power cord.
Step 2: Hold down the power button and Volume down button at the same time. Do this for at least 15 seconds before going to step 3, this will clear all electrical from the board.
Step 3: While still holding the 2 buttons down plug the cord back in. Then about 5 seconds later release.
If that doesn't work and it only stays on for a second or two then the monitor part its self has gone bad.

You would need to convert MOV file into a format which PS3 understands.
This can easily be done with a simple conversion tool such as the 3herosoft PS3 Video Converter.
1) Download and install 3herosoft PS3 Video Converter. Once installation has completed, launch the program. Step
2 ) Click "File" and then "Add" from the top menu of the 3herosoft PS3 Video Converter program. Browse to the folder and location of your MOV file. Select the file that you want to convert to PS3 format and click "Open." Once selecting the file, it will be added to the conversion list. Step
3) Edit the file as desired. Modify fields under "General" in the upper left-hand corner of the program window. Changes can be made to video size, duration, frame rate, buffer size and more. Step
4) Click "Convert" button (red circle) to convert the MOV file into PS3 format. Locate the converted file and transfer it to your PS3 for playback.

For every format (MP4 is not one, but dozens of formats and no standard) you need a player, or on a computer a setting in a program. A DVD player, only can play one format, a DVD format. Actually it is even a coded format. When you have a MP4 file, you should encode it to to the DVD format and then but it to a DVD, before you try to play it in a DVD player. Try reading some articles about video formats on Wikipedia, when it is interesting enough for you to understand different Video (and Audio) formats.
