I have a Sony MVC-CD400 CAMERA. The screen is blurry and that is how the pictures come out.

This is a well known phenomenon known technically as being 'out of focus'.

I am trying to finalize a disc on a Sony Mavica CD-250 and receive the C13:1 error. How can I get the pictures off the disc?

The manual on page 108 says: 25365840-a3oi1utfqxl0zjgk4rrfjgbu-1-0.png So or your disk is dirty, or is is damaged. The manual is still online: https://docs.sony.com/release/MVCCD250.pdf

How di I manually pop open the flash

Press the OPEN (flash) button. This button is on the side of the camera just below the flash. The flash mode button (lightning icon) is at the lower left on the rear of the camera. This only changes settings when the flash is up. This cycles through Auto, red-eye reduction, forced flash and no flash. The mode shows in the finder or the LCD screen. AUTO mode does not show.

Shutter won't open

With a digital camera, some things go different as we were used to with the film camera. The autofocus function, will try to prevent you from taking a picture when not focused. With a digital camera, every picture should be ok. Than means, as soon as the camera "thinks" not enough light or not in focus, it won't release the shutter. Even when not in automatic, the camera wants to make sure it is in focus and has enough light. So try again when you have enough light. Then press the shutter release button half, till the camera is ready focusing and then press complete. If the camera still strikes perhaps it needs a repair centre? Make sure you did place the camera in automatic, to exclude other possibilities that can cause "out of focus" or "wrong light"
