There is a tutorial for transferring video from tyhis camera to a computer on the Sony website. Unfortunately, you do not say what kind of computer (PC or Mac) or operating system you have, and you have to specify this on the website to get the right instructions.
The instructions for a Windows computer are as follows:
Movie player applications must support mpeg 2 playback to open these
files properly. Refer to the software manufacturer for additional
information and available updates.
Turn on the computer.
Make sure the camcorder is turned off.
Connect the camcorder to the computer using the supplied USB cable.
Plug the AC power adapter into an electrical wall outlet and then connect it to the camcorder.
Open the LCD screen on the camcorder.
Turn on the camcorder.
The USB SELECT screen will be displayed on the LCD; touch the HDD icon.
Open the My Computer window on the computer.
In
the My Computer window, double-click the icon that represents the
camcorder and then navigate through the folder structure to locate the
video you want to transfer.
Note: The camcorder will be listed in the My Computer window as an additional hard drive.
Click to select the video or image files you want to transfer.
Note: If your are using a High Definition Handycam®
Camcorder, Sony recommends copying and pasting the AVCHD folder to the
hard drive of the computer before accessing its contents.
Type CTRL+C to copy the files.
Click on the computer folder to which you want to copy the video or still image files.
Type CTRL+V to paste the file into the computer folder.
The Sony page for your camera has many links for information and downloads, including software downloads, at THIS PAGE

The most likely cause for this is a damaged or defective flexible ribbon cable that connects the LCD to the camera body. This will require disassembling the camera and LCD unit to repair and can be done fairly inexpensively. However, it's not really a user serviceable problem and should be done by a qualified service technician.
My name is Rick and I'm a professional repair technician with over 20 years in the business and have repaired many of these. after extensive searching I can't find a usb driver for windows 7 . Unfortunately the maker no longer supports later than windows 2000 for their driver. You might be able to run vmware and pretend to have an operating system that is an earlier version like windows 2000 or XP and run a driver in it for the pretend operating system .https://esupport.sony.com/US/p/model-home.pl?mdl=DCRTRV22&template_id=1®ion_id=1&tab=download#/downloadTabhttps://www.vmware.com/au.htmlhttps://www.vmware.com/support/ws5/doc/ws_newguest_setup_simple_steps.htmlI do not think this camera has firewirebut it may have a memory stickmaybe you could look at if you can get a memory stick reader that suits its memory stick.
Suggest you pull the memory card from the camera and read it directly on your computer. You can get a USB reader for whatever card format the camera uses.
