Part list for reliant DD79 belt/disc sander
DARN..Reliant was the house brand of Trendlines/Woodworker's Warehouse. They have been out of business for a 20 years.seems similar to the Grizzly model G1183 or G1276 Combination Sander 6" x 48" Belt 12" Disc (except blue not green) maybe that'll help.

You didn't describe the sander so it is difficult to know the type but generally the backing pad of many designs, such as the random orbit type, the mouse and the triangular type is considered a consumable item and is expected to wear out and need replacing periodically and having bought it in April, had it been in regular use, it could now reasonably be worn out. No warranty covers fair wear and tear so at face value Lowes could justifiably feel they are in the right.
It should be clear on inspection that the item isn't worn out but broken and hasn't been used very much and it should be possible to find someone there with the sense to recognise the truth of this - but how long is the warranty period? I know many American power tools only have a crazy and unfair 90 day warranty.
Something that breaks the first time it is used clearly has a manufacturing defect and if the product is still in warranty it should be covered. Regardless of warranty you made a contract with the retailer that in return for an amount of money, they would supply you with an item of merchantable quality. The item wasn't of merchantable quality and therefore the retailer is in breach of the contract they made with you.
I suggest you put this in writing and send it by recorded mail addressed to the general manager of the store asking when it would be convenient for him or her to view the item.
