Those settings do not alter screen size, only the contrast/brightness. You need to go to the menu that alters 4:3, letterbox etc.

Main circuit board or control board fuse inside of TV may be blown. Lightening often causes this. Not a homeowner repair.

1. Take remote control far away from tv - 3rd or fourth room. Then switch on tv. If uncontrollable scrolling stops , then cause may be remote button (Ch+ or Ch-) has got dirt inside and its shorting. 2. If taking remote far away doesn't stop scrolling then (Ch+ or Ch-) button on front pannel has shorted. Take a cutter plier and care fully remove button from its circuit board. ( If you know desoldering, it is far better than cutting). If scrolling stops then you can operate channel change with remote.

Could be the mother board circuit.

It sounds like it was dropped or banged hard. I would suggest just replacing it.

Having had that problem myself with another brand I would say that either your CRT or Video board has gone out, The board can possibly be repaired but the CRT would need replaced.;

Sounds like it could be a bad capacitor on the power supply, or possibly on the video out circuit. Bad capacitors are a common problem in Plasma and LCD monitors and T.V.'s.
