When you remove the panel to the unit it turns off the power to it. The reinstalling the panel will reconnect power and allow the unit to reset. So the cheapest and easiest thing you can try is to replace the thermostat. Make sure you see how many wires you have connected to your existing tstat and buy near the same thing. It's possible that the tstat is acting up, not allowing the unit to cool when the temp demands. And turning off power is resetting the tstat as well as the unit. It will be hard to troubleshoot with the info provided so a new tstat will be worth a shot. Hope this helps!
Usually short cycling means that High side pressure is getting to high (due to not working condenser fan, or dirty condenser coil), or low side pressure is getting too low (might have low level of freon or restriction in sealed system). low side would drop dramatically if indoor blower is not running, so if air is not circulating thru evaporator coil, coil will freeze up and low side would be much lower then normal. Here is video how I found issue with package AC not coming on. Thermostat call for cool, but condenser would not come on, indoor blower runs ok.
Remove bulb and warm with hand. Watch pressures to determine if txv is functioning. I do believe there is something out now that will free a stuck r.v.. Have not tried this but inexpensive start. That is normal operation in a hot air furnace. Normally, the fan keeps running to cool down the heat exchangers. If you actually saw burned contacts............................................ then change the damn control. lol
I'm not sure what unit you have. Worked on many Rheen/Ruud units. When a blower control gives up, I wire in a 90-340 relay. Single pole double throw if I'm can recall correctly. Most HVAC parts houses are wholesale only, but money talks! You will need to know how to wire it though. Not hard if you understand electricity. You probably won't find an exact replacement for an older unit. If it's newer, find a rheem dealer. Hope this helps!
Not a furnace guy but I do know that your drain should be insulated. Gotta figure out if it's water from the drain leaking or actual condensation dripping from the outside. It sounds like your at the point where you need an electrical meter to check out the problem. Make sure you have the proper voltage to the outdoor unit. Could be a bad contactor in the outdoor unit
Its possible that you blew the 5 amp fuse inside cabinet. Turn power off at breaker and open cabinet. Typically a small, car like, fuse somewhere along the red wire leading to the tstat wire. Most heat pump reversing valves energize in cooling. Does it ever "deenergize". If not its stuck, if it does check programming, may be setup to operate that way. Or possibly wired wrong or wired as straight cool. To answer your question, i dont think that is normal.
