The inverter fans are controlled by a circuit connected to temp sensor on the inverter board, if the fans run at full speed all the time it can be only for two reasons. Either the inverter is overheating, or the temp sensor or fan control circuit are faulty.Also a contact to main 12V/24V on fans wiring can cause same problem in this case only one fan will run at full speed.
You can verify if this is overheating by letting the inverter to cool down completely, unplugging it from DC input and outputs for few hours. If on restart the fans stay at full
speeed all the time, then the temperature control circuit on the inverter must be tested.
Running the inverter on this condition will cause an excessive power drawing from inverter , and in the long run may damage to fun bearing.
Dust is often cause of problems of this kind.

DIY remember that the inverter is an High voltage device, and also remember that the big electrolytic capacitors inside the inverter can hold a big charge for several hours, even after unplugging it from DC in. Also a badly repaired inverter is an hazard and can also damage connected devices.
