If it was spotty reception, I'd suggest the antenna may have been damaged when dropped. They do get damaged. But systemic, timed 16 second bursts? In Settings, when is your phone configured to 'go to sleep'? After how long a period of inactivity? It may not be considering the radio signal is be sufficient activity to justify keeping it 'awake'.
