Needle hits bobbin casing.
Don't know if you have a manual or not. You can read the manual from the link below. I would look for the bobbin area in the manual. There should be a section showing the bobbin area for cleaning and oiling. It may as simple as removing and reassembling the bobbin case.
It could be the timing and would require a service repair technician.

RicCar vacuum overheating
If your Riccar is overheating you most likely have a full bag, clogged filters or a clog somewhere in the hose or vacuum tubes.

I have bought new needles for my Riccar overlocker now the stitching is loopy and messy
Verify you are using the correct needles for your machine. Some needles vary by a fraction of an inch but will make a big difference in serging success.
Remove all the threads from the machine.
(Always cut the threads below the spools, raise the presser foot, and pull the threads DOWN through the needles--Never pull up!)
ALWAYS RAISE the presser foot when threading.
Be sure to always thread each thread in the proper order--threading out of order will usually fail.
Rethread from the beginning and give each thread an extra little tug when threading the tension disk.
If a thread breaks, it is usually less frustrating in the end to remove all the threads and rethread from the beginning. Trying to rethread a broken thread will most likely cause problems.
Why does the belt on a riccar vacuum keeps coming off?
The cause could be different depending on which model you have. Some models have stretch belts which should be replaced at least once per year because they lose elasticity. The most common problem I've found with Riccar vacuums is the belt coming off when a new belt is installed on an older model. Riccar vacuums are very well built and many owners use their vacuum for many years without having it serviced. I recently had a 17 year old Riccar Vibrance model brought in for service because the belt crumbled to pieces. The vacuum had the original belt and filters. Putting a tight new belt on the vacuum pulls on the motor because it must be stretched so much. After many hours and years of use screws may need tightened up and motor mounts and pivot points can become worn.
If your model is a few years old or is used heavily I suggest having it inspected by a qualified Riccar service center. A properly maintained Riccar vacuum can last 10 or even 20 years. A few dollars spent on maintaining it can add years to the usable life.

What would be a fair price to pay for a riccar 9900
Difficult to assess as there are a multitude of things that go into price, ie overall visual condition, operating condition, accessories included, owner's manual, collectibility/rarity, location...
Just search for the:
Make Model
and see if anything comes up that is currently listed for sale or recently sold.
How do you replace a vacuum hose on a Riccar upright Vacuum.
Riccar Tandem Air models have a hose that has releases to push to remove the hose. Most Vibrance & 8000 series and older series vacuums have the hose attached to a swivel on the back of the vacuum. The hose can be unscrewed from the swivel. To remove the swivel you need to remove the vacuum bag inside the dust compartment, you must compress the tabs holding the swivel to the body to be able to pull it out.
