If it is a computerized machine, a component has most likely failed. Take it for service.

There may not be a CD for your machine. However, you can try downloading a manual:

You can get Riccar manuals for some machines from their site.
I couldn't find one based on the serial number. It's easier if you use the model number.
Might this be the one for you machine?
I'm assuming RD stands for Rental Deluxe.
If not have a look at the manuals that are available to find the right one for your machine.
Hope this helps!

Is it an older mechanical? If so, probably needs a good cleaning and oiling. The old oil has turned to goo and is sticking moving parts together.

Difficult to advise. Can you operate it manually by turning the handwheel clockwise? Does the motor make noise when you step on the foot control but the needle does not move?

It appears to be a mechanical machine. If so, it could need a good cleaning and oiling. That is probably a good place to start. (Consult your owner's manual and use ONLY fresh good quality sewing machine oil.) Could be a multiple of other things, ie loose/broken belt, foot control failure, carbon brushes or capacitor, electrical problem, motor problem... Probably best to take it in for service.

Perhaps the owner's manual will be helpful:

FWIW, it appears that the round dial on the far right is the stitch length selector. The round dial at the top is the zig-zag stitch selector.

I found one site that has it but they want $15. Try Riccar direct. Come back with a comment to THIS post if they can't help.

adjust the setting on the vacuum head to pile or plush carpet
it is a simple lever that raises the hood to allow more air under it to make it easier to push

Have you tried changing the height adjustment? There should be a knob or lever that allows you to adjust the height of the beater brush to accommodate different carpet lengths. Even with a new belt, the brush will not spin if the height is too low. Try adjusting it all the way up, then while it is running, adjust it down until there is some resistance. The beater brush should just barely scrape the top of your carpet.

I found the hidden screws under the cord rewind and power buttons.

Have you used a voltmeter to make absolutely sure that the unit is receiving electricity? Highly unlikely that BOTH the lamp and the motor will go bad at same time. Need to carefully trace the electricity down because there has to be some junction that is stopping everything.

A dentist might help. Go to where you bought it and take the part with you.
