If tank is rusted out, then that is caused by depleted anode rod, or tank that is not electrically grounded on hot side pipe. If pipe nipple is rusted out, then that can be caused by improper connection between copper and galvanized pipes, and caused by non-grounded hot water pipes.
If tank is leaking, replace it. If nipple is leaking, remove with pipe wrench, apply teflon tape or joint compound on threads, and install new nipple. Replace anode rod if possible. Correct copper-galvanized connections. Add ground wire between hot and cold pipes.
Hi..my name is Keith...you can try to blow air into the drain valve to unclog the debris and see if it will drain..but if it has that much debris i think i would replace the hot water heater..also it has a sacrificial rod inside of it..and if it is melted away then the water will eat at your heaters liner and will eventually eat a hole in it...i hope this has helped

try cleaning the map sensor
also check the maf sensor this can become dirty and not read properly and have been know to collect floating debris in there and block up the hole MAF is on the air intake the part with the wires and black tube when taking it off one side has a wire mesh on it make sure when refitting that is on the side were air comes in.
If you are blowing the breaker this means that either elements are shot and causing large amounts of electricity to be needed to operate or you may be grounded somewhere.
THINGS TO CHECK
- are the heated elements specific to your water heater?
- are the elements grounding to anything?
- is the proper voltage supplied +/- 10% of manufactures electrical rating?
- are you touching the elements with your hands ( oils may cause failure)
- if you ohm across the elements does it read resistance, a short or O.L.

motors can be rewound if it is a special application motor and not available new
from the specifications it is a big motor and could be 3 phase so check the no of phases and voltage if you order one ( most single phase motors pull up at 4 hp)
e-bay have a range of electric motors at cheaper than retailers prices
as a last resort you may have to go to the manufacturer of the parent equipment to get a replacement from spares department
