Ringing current is MUCH BIGGER than "TALK BATTERY". I suspect if you take YOUR phone over... from whence the other came... It will work over there... If these are actually "corded" you have to realize those cords EXTEND (in pairs... two wire) an average of three miles back to a CENTRAL OFFICE where the LINE EQUIPMENT provides the dial-tone. Here in the USA a 611 code... (dialed from any WORKING LINE) Is all you need to call to REPORT your trouble. Any break in those miles of wires (Rodents, birds. automobiles... Kids with wire cutters... (etc.) can open those wires... Even the EQUIPMENT has been known to fail at the CENTRAL OFFICE... or the ever popular "WORK ERROR"... Just call your telephone Company and report the trouble... Not that I am aware of, that beep lets you know the charger is making contact, you would be surprised how often it doesn't after the phone get dust and dirt at the connections.
