I had the same issue on my RCA 25255re2 and worked with customer service at RCA. They had me hold down the delete button for 5 seconds, release the delete button, then press delete one more time. That cleared the phantom L1 message waiting issue we were having at my office

1. Dial *72 (or 1172 on rotary phones).
2. Listen for three beeps followed by dial tone.
3. Dial the phone number to which your calls are to be forwarded.
4. If there's an answer at the number you are forwarding to: Make sure you keep the line open for at least 5 seconds to activate the service.

Keypad lock To lock the cordless handset?s keypad: Press and hold [*] button for 2 seconds until you hear a beep tone, when the keypad lock is activated, shows on the display. To unlock the keypad: Press and hold [*] button for 2 seconds until you hear a beep tone. Or simply replace the handset on the charger cradle. I'd put it back on the charger and see if that unlocks it.

Most likely the problem is the cord from the wall to the phone. There are two types of cords and they look almost identical. Look closely at the connector. A single-line cord will have only two gold pin at each end. A two-line cord will have four gold pins at each end.

You need a two-line cord to get both lines from the wall to your phone. Since you have had the problem with several phones, that is the most likely cause.
