If you mean it flicks straight over from charging to charged then this is classic signs the E100 battery is dead & needs replacing.

If thats the voltage from the 2 batteries joined together then the voltage is far too low to run an E100, sounds like one of the cells has died, must have a 24v combined output.

Scooter has new batteries and

On the Razor E200 check the chain is fully tightened & lubricated & you will be amazed what incorrect tyre pressures will do (36psi) to the power of the scooter.

E100 scooter wont run. Battery

It is possible the new controller is defective, however just because the voltage is showing 24v it may not be outputting the correct amount of amps so don not rule out batteries before checking the following:
To test a battery you need to 'load test' so (with help) connect the battery directly to the motor when weight is on the scooter to see if it will still pull.
Please also remember that you do have to push the e100 to 3mph before starting (many users do not know or forget this step)

When using an electric scooter, it's always important to know that you must advance on the scooter manually, and during this action, only then can you turn the throttle. The engine on an electric scooter is not powerful enough to move a person by itself.

Scooter seems louder than it should be... a sort

No it is not if you are riding it the chain can suddenly stop and you will be thrown off head first off of the scooter and die. DO NOT AND I MEAN DO NOT RIDE UNTILL IT IS PRACTICALLY SILENT. CAUSE ONE TIME I WAS RIDING IT, THE CHAIN STOPPED AND FLUNG ME OFF. I BROKE MY RIB CAGE, BOTH OF MY LEGS, AND MY ARMS. I HAD TO STAY IN THE HOSPITAL FOR A MONTH. THEY HAD TO PUT ME ON BREATHING TUBES BECAUSE MY LUNGS WERE CLASPING. I RECOVERED BUT NOW IM PARALYZED FROM THE WAIST DOWN.

I tightened the nut on

Sadly most "low end" products have these problems.
I have been an assembler for a while now and i've seen this problem too many times. The product comes made with the assumption it is not going to get put together as sturdy as many people feel it should be.
My only suggestion would be to try and use a pair of vice grips or pliers to work the screw out and replace it with you feel is more reliable. At the end of the day the company is only looking to make money so the cheaper the product they can get by with, the better it is for them.

Battery is fully (over?) charged, lights come on,

Most likely that is going to be a battery problem. You have plenty of volts but insufficient Amperage to turn the motor over indicating there is a Dead cell in the battery you currently have. The problem with these smaller batteries is they develop memory quickly and don't respond well to being left on a charger year round when that is done. When stored the best way to maintain the battery is to find a way to put it under a load every couple of months and then recharge. Simply connecting it to a charger or allowing it to sit on bare concrete, even during charging, is bad for lead based batteries. When not installed on the vehicle it should be stored on a piece of wood to prevent ground contact or grounding.

My charger is not chargeing

First check if it's the charger or battery that was defective. Unplug your old charger, and test it with a known working charger, see if the problem gone, if yes, then you need to replace a new battery charger.

How do i adjust the

The chain tensioner is on the right side of the bike a few inches or so in front of the tire on the rear swing arm all you do is adjust it up to tighten and down to loosen it.

Check the voltage output of the charger. It should be about 28 volts. Most likely your batteries are dead (over 2 years old?)

How to remove rear tyre from e300 electric razor

  1. With a Phillips screwdriver loosen the two screws and remove the chain guard.
  2. With a 10mm wrench loosen the brake cable anchor and disconnect the cable.
  3. With two 8mm wrenches loosen the brake housing anchor and disconnect. (Keep the spacer and washers together.)
  4. With a 10mm wrench loosen both axle adjusters an equal amount. (roughly five turns)
  5. With two 17mm wrenches loosen the axle.
  6. Push the wheel forward in the slots to loosen the chain.
  7. Pull the wheel out. (Pay careful attention to the order the hardware is in there.)

Almost new..three recharges...was working fine,

After charging use a voltage tester to measure the voltage from the battery the reading must be equal to what is the voltage output of the battery 12v or 24 volts if you can measure the correct out put voltage then the battery is full charge the scooter should work well.
If you measure a low voltage means you need to full charge first the battery before operating.
to measure the battery voltage put your red test prove to the positive terminal of the battery (red)and black test prove to the black terminal of the battery....If the battery is full charge and the scooter wont run there is a problem on the motor cleaning the carbon brush of the motor will solve the problem... good luck!if you need further assistance just post back!

The Battery takes a charge,

Make sure the battery is full, if not, add distilled water to full mark. Clean the battery terminals and make sure they are tight. The folks at Auto-Zone will test the battery for free.
