How do you put air in the back tire without taking
I just did this a couple hours ago. taking off back tire will not help you. The rotor is attached to the wheel itself. You need to line up the hole in the rotor with the valve stem. You will need to have a screw on extension to valve stem ( I got lucky and had one). Screw the extension onto the valve stem then use air compressor to air up the tire.

Wont start razor e300
On my eZip 1000 scooter, in front of the battery pack, there is a compartment that houses the controller & assorted connectors & wiring. There is also a plastic housing that contains 2 fuses. Check, inspect & test the fuse(s) with an ohm meter for continuity. If all other components are functioning normally, it's probably the fuse(s) that need replacing. Hope this helps.

E300
Im not sure I understand your question. The E300 runs on 2 batteries at a time and they recharge in the unit. To replace them clnnect one + to the other - and the remaining + and - to the unit.

How do you replace the chain tensioner on a Razor E300
Theres an 8mm nut holding it onto the pin that goes thru the frame.
Take that nut off and remove the tensioner. Put some grease on the new pin where the tensioner goes. Put the end of the new spring into the hole in the frame next to the pin hole. Hold the tensioner in place and put the pin thru and the nut back on. You should be able to get the chain back on the sprocket without loosening the axle nuts. Hope this helps.

No power
Could be the battery.
Put the Scooter on a block so the rear tire is raised. Remove the standing plate to reveal the battery compartment.
Charge the Unit completely
1. Using a multimeter measure the voltage across the batteries. If the voltage is below 20 volts batteries are dead - Replace batteries.
2. Now for a running test. Turn the throttle and spin the rear tire to preform a kick start. Still measuring the voltage. If the voltage is Below 20 volts or if the voltage drops quickly batteries are dead - Replace batteries.
3. If the voltage is remaining around 24 volts for a long period - then you could have connector problems, clean and tighten all connectors.
I use a fiberglass electronic cleaning brush, as contact cleaners leave residue that interfere with electrical connections.
The control module is simple and can be replaced with only a 24 volt relay without the kick start feature or Brake. If you want the brake then you can use two 24 volt relays still no Kick Start.
For those of you who know electrical, below is circuits I developed to replace the controller. This diagram will also give you a better understanding on the Razor circuit.
NOTE : This is not a schematic diagram of the Razor E100 Control Module. I designed this circuit. for my Great Nephew's Scooter.
1. The Brake is a normally closed switch that opens when you squeeze the Brake handle.
2. The throttle is two normally open switches that close when you turn the throttle.
3. The Kick Start circuit is described in the Diagram below.
4. The resistors values may need to be tweaked for best performance.

Battery problems
You might still be under warranty. If so follow the instructions on the box.
If you do not have a warranty, try a different outlet in your house. If this doesn't work, look up your model number and then battery on
eBay and
Amazon.
Hope this Helps You, if it does be safe.

E300s razor
Note the charger doesn't turn itself off. It will only signal batteries are charged. You can overcharge these batteries by leaving them on the charger for too long. Suggested by retailer is two hours maximum.
Any case, Jackson Mack is correct on all counts there.
If the light is green on the charger, and the scooter still doesn't go, there might be some other issue besides the batteries themselves like loose wiring, fuse switch, etc.
