My locking dual brake lever

If the lever stays in the park position but doesn't hold the wheel, then you'll need to have the brakes adjusted. They're likely not properly aligned with the rim, which is why the cables are tight, but not effective.

Need help installing a Pyramid Krypton Headlight

The brackets for most lights are usually simply held in place by a screw. You would need to unscrew it, open the bracket, place it over the handlebar (don't forget to use the rubber strips between the bracket and the handlebar as this prevents the light from twisting), then you use the screw to tighten the bracket/clamp.

I cant ballence

This is no easy problem to fix. Suggestions, however, i will offer.

1. Contrary to what seems right, moving slowly is NOT helpful. Moving slowly is an advanced technique that comes with time. Go as fast as it takes to feel comfortable; sometimes faster IS better.
2. Look ahead, not down. Look where you want to go, not where you don't want to go.
3. Loosen up. The more tense and worried you are about maintaining balance, the more likely you are to fall. Breathe easily and believe you can stay up.
4. Pick a spot to practice where you can fall easily. Grass on the sides is good, but not trying to ride in the grass, because it bogs down your speed.
5. Wear padding until you feel confident you will not be falling any more.
6. Find someone else to practice with. It helps when someone who is a good rider is there to encourage and critique you.

Tomahawk E Series Exercise bike loud peddling sound

Standard WD40 is just a 'quick fix' as it isn't an actual oil unless the can is clearly labelled as "Bike All Condition Lubricant". It'll be best to buy a proper light oil like 3in1, 151 Super oil or an actual chain lube. This 'clickey' noise. Is it random and happening every so often or is it a constant, regular click that changes with the speed your pedalling at? Check for slack in the chain. as you wiggle the chain up and down there should only be about a centimetre of movement in the chain. If it's too slack or too tight it can make strange noises. Check the axle bolts and nuts to make sure they're not loose. Check the wheel is mounted straight. If it's turned left or right the chain will 'skip' as it's slightly missing the cog teeth on the wheel. Use the frame at the rear end of the wheel as reference and measure how far the side of the wheel is from the frame on both sides. It should be about the same both sides.

What's the proper setting on Ruixing 124 carburetor.

Question edited for clarity and spelling. It is a very basic carburetor used on chainsaws and generators. Lubricate the throttle cable. Make sure there is a little slack in the throttle cable and make sure the throttle return spring is closing the carb, right back to the stop.
