It will either be a split in the Primer or the Diaphragm pump has degraded inside and needs replacing. https://www.generatorguru.com/primer-bulb-assembly-95937601/ https://www.generatorguru.com/fuel-diaphragm-pump-vacuum-43053786/ You will need to remove the casing and inspect these parts. Test the primer by putting your finger over the end and pump it. It should have pressure. If not the primer, then it will be the diaphragm pump. Also check the float in the carb, just to be sure it is not stuck.
