hi, could be a number of things, firstly the throttle pot is worn in the forward direct so try spraying the pot in wd40 etc , gently move the lever in the upwards direction as you push it forward ,does it improve ? . At worse the controller .. Regards Rob

moved you out of computer repair to scooters. sounds to me it is dead or the battery is no good. batteries fail 10x more often than a charger so.... or even battery terminals rusty. big time that.

Could be a number of things like a loose wire, low battery charge, electric motor problem. You need someone knowledgeable with these to work on it.

If the batteries were dead for two years it probably will need new ones. The plates get a coating on them making them useless. This is probably why the charger keeps flashing..
