Is there a spark? If yes, then the fuel supply is blocked, either in the tank, hose, or carburetor. Enough fuel gets by to run a small load, but a bigger load starves it of fuel. The empty carb bowl makes it hard to start until enough fuel gets into the bowl. Clean the whole fuel system and all should be well. Try turning in all the carb adjustment screws then backing them off to their original positions, that may unclog something before you have to tear the thing down.

If a generator sits unused for a long enough time the generator magnets will loose their power and need to be "flashed" or recharged so that the generator will start to work again...

If you have an oil level switch on this generator, it could be that you have low oil level or the switch is bad. Check the oil level. Bypass the oil level switch.
How old is the fuel in the tank, and how full is the tank? Fuel goes bad with time due to the ethonol turning to gummy varnish like substance. Not keeping a tank full allows condensation to form on the inner walls, contaminating the fuel with water. Drain the tank completely and fill with new gasoline.
How did you "clean the carb?" If it was not completely disassembled, soaked in carb cleaner, and all jets and ports blown out with air, you could have blockages from the "bad gas."

You should open the back cover of the alternator, take a voltage meter and check for voltage if there is no voltage then check the brush if the brush is ok then change the avr .

Ground the generated it's self. I had a similar problem after a storm once. First on the generater itself find a flat peice on the frame say by the motor. Sand in down to mettal. Put a self tapper screw in. Now get a 5' to 6' peice of 10 gauge bear copper wire. Attache it to the generator and shove the rest into the ground. Now it's grounded and It took care power surges when I did it. Hopefully this will help you.
