Site fault
The Live and Neutral wire on the input socket have been reverse. Once you undo this problem, the fault should go off.

My back ups APC 650 DOES NOT OPERATE ON BATTERY
Hi Jethrol,Make sure that the batteries are good, if they are anywhere between 3-5+ years old it's time to change them.Have you tested the unit by cutting power to it and seeing what happens? Help - I have the same Fault!
Normally DC BUS FAULT is fixed by replacing C14 and C10. C14 is the 100uf/63V and C10 is 2200uf/16V. They are located between the heat dissipator and the logic board near transformer TX1.

check the fuses inside the ups.
did the message come right after u instal de batteries or some time after?
if it came some time after the ups could have the charger damaged.
if gave the massage right after u could need to replace the fuse or u have a porwerboard problem
