Portercable Pressure Washer Model PCH2401
when the trigger for the wand is not pulled , there is a pressure relief valve that bypasses the water in the pump and so there is no pressure until the trigger is pulled again.
with the pump getting hot and not being able to pull the motor to restart, it indicates that that pressure relief valve has jammed ( faulty ) and the pump is running at full pressure all the time
That will heat the pump and stop the engine from restarting
That valve is where I would start looking for a problem
Won't stay running
Your description describes a "No Fuel" problem. Start at the fuel tank and move on to the carburetor. At the fuel tank check that the fuel shut-off valve is open (if applicable). Inside the fuel tank, attached to the pet-cock, is a filter (check that it is clear). Look for kinks in the fuel-line (kinks would prevent fuel flow). Last would be the carburetor. If the carburetor is dirty or clogged, it will need to be removed, serviced, or replaced. Good luck. P.S. If this is a newer unit then use care. Do not use Carburetor cleaner on it. Because of the plastic components, it will ruin the carburetor. Instead, go to the parts store and request a product called "Seafoam". It comes in a red and white can and is great. It is slow working so the carburetor will have to soak overnight. Please let me know how the repair goes.

Porter cale drill and two
If the charger got wet, or you tried to charge batteries that got wet... yes. Replace the charger, and throw away or recycle the water damaged batteries. I know thats not what you wanted to hear, but look at the bright side! The drill is most likley fine!
