It could be a lot of things causing the issue, without electronic knowledge it's going to be hard to diagnose, also a 10 plus year old set isn't worth fixing, parts will run more than the set is worth, time for a new set.

If the television still won't turn on, turn your TV off at the wall and unplug it from the plug socket. Wait 30 seconds, and then plug it back in and switch it on. This is called a 'soft reset' and should recalibrate the TV
Hi Dakota...Unfortunately, most Funai brand sets like this are hard to troubleshoot as there isn't legends on power board to know what pin is what and no service information is available. Generally the fault you're describing comes for a boot error or bad EEPROM that's located on the main board, it's not impossible for a power supply to cause this but it's not likely, another possibility would be bad backlights. On most sets there are markings as to what pin does what and the power on pin can be tested for around 3 vdc but that's not an option on this TV. I'd replace the main board, there is about a 75% chance of that fixing it.
I'd try a different tcon board, if your set doesn't have one replace the main board, if that doesnt fix it chances are really good you have panel issues, and the set isn't repairable

please remove any attachments that are on the tv (ie game console, external speakers and attempt to power the tv on again. If that does not work, please check that the tv is powered directly by an outlet and not a power strip. Thank you.
