There could be several reasons for fan not satrting.
1. Check the thermal fuse, if blown replace it
2. Check the timer which could need replacement
3. Finally, it could be the motor of fan itself.

Use a HDMI cable (1), connect one end of the cable to the HDMI output of the accessory device and the other end to the HDMI input on the back of the television. Seems like tv internal self test sensing some aging parts (most likely capacitors). Probably cheaper to replace than diagnose and repair.
