Are the batteries fully loaded? Are the IR lights on the top clean? Try fixing that and see if the problem still exists.

It could be the game not being compatible with the wheel, but it could be the wheel too. Ask the friend you got it from which games he played with it and see if you can borrow that game. Test it with that game to see if it works. If so, the Cars game is not compatible with the wheel. If this is not the case, the wheel is faulty. You can try to clean it by disassembling it and cleaning it from the inside, but many analog controllers can break pretty easily, and if that's the problem, the wheel is pretty much dead. I hope that the Cars game is not compatible.

Try to reset your ps3....Hold down the power button for a few seconds you will hear a few beeps. then restart it and you can kinda start it fresh, you won't lose anything important though.

Unfortunately your PS3 is a closed system, your cannot change much about the internal workings of the system.
I suggest investing in a first-party controller, not only are they made far better with much nicer materials, they will play all of your games, including God of War 3.

What model is the wireless adapter? Can you check it for a part number?

i'm sorry to say but even on max sensitivity this wheel is very unresponsive. i suggest you just save up and buy a higher quality wheel

You are having a controller board problem I would suggest getting it repaired or replaced or you can take it apart and make sure everything is in working order such as no burnt buttons or melted solder.

In regards to your wireless connection issue with your XBOX 360 do you have the wireless adaper connected to the XBOX. Note most XBOX 360's do not have a built in wireless adapter, some of the Elites do but most do not.

could be that the adapter is a 3rd party adapter and that would be it doesn't pass the qualtiy that Sony requires before it puts its stamp of approval on the item which means your taking a chance on the item working.

See if you can find an item that is approved by sony and then try that.

If this does not solve the problem, do the following:

1. Make sure your Xbox is turned off.
2. Remove the battery lid and place 2 AA batteries into the Blade 2.4 Street Wireless Controller. Make sure the batteries are inserted as shown in the battery compartment.
3. Insert the receiver into your Xbox controller slot of your choice and power up the controller FIRST, then your Xbox.
