Contact the maker for warranty repair or paid repair, or if you want to try and fix it yourself check the wiring to the controller.
They won't work with a Lithium battery. The controller circuitry doesn't understand this weird new battery. They don't work on electric kiddy bikes without changing the controller and then not all work as expected. They also don't work on full size motorcycles as a starting battery.

the polarity is reversed on one of the motors, if the gear selecter is in low or high gear the wheels should propell the vehicle forward, whichever wheel is not propelling the vehicle forward switch the wires around on the motor

firstly im not very good with toy cars so excuse me if i get things slightly wrong
has the car been dissasembled at all? or had the wiring changed?
also does the vehicle have a PCB or is it all indevidually wired?
i would personally dissasemble the car and remove the control circuit board (if it has one) and inspect it for corrosion or rust, next dose the board in White vinegar and leave to rest it will remove any corrosion on the components (scrub it with an old toothbrush if possible) also if it has connectors of some sort i would spray them with WD40 contact cleaner.
lastly also spray contact cleaner into the Gear switch as that might be causing the issues...Good Luck!
identify which wheel its coming from, remove the motor from the gear box and then run the motor and see if the motor grinds, if not then you have a bad gearbox
Could be worn or sticking float valve, located in bowl of carburetor. to test turn off fuel, remove bowl from carburetor, gently raise floats all the way with finger, turn on fuel, it should not leak until released.
frankly speaking:
how come you think it is "not a problem" to do such service jobs on a Vespa LX if you are not a mechanic and don't have all the tools required?
- sure you could try it - but you need enough time to check the workshop manual and get the proper tools. (eg. sometimes the nut on the rear axle is stuck and need to be heated by a torch)
- to change the tubeless tire you will need also a tire changing machine which only tire shops or bikedealers have.
