Sounds like something is broken inside the handle. The button isn't catching. You could do a few things, quick fix, put a rubberband around the shaft just below the handle when it is extended and it will keep it up high. Better fix, contact Perego and get a replacement handle. If it has been doing this since you purchased it, it may be under warranty. If it is past the warranty period, you can either take the stroller to a Perego repair center near you or potentially replace the handle yourself. Peg Perego car seat is only compatible with peg perego strollers.

If you need to install a peg perego car seat on a peg perego stroller, then just look into the manual, OR, if you don't have one, search for it online.
In case you need to install a peg perego car seat onto any other stroller, I doubt a lot, it is possbile...
I am in an opposite situation.
I have got a peg perego stroller, but another type of the infant seat. After long searched online, we understood that once you buy a stroller, you almost always have to buy a car seat from the same company, or you won't be able to use it as a travel system (which is exactly how we are going to deal with the situation)

Most of the seat backrest adjustments I have seen are via a strap attached to each side of the backrest uprights with a quick connect buckle and/or a slide through buckle like on a backpack, photo attached. maybe you could make something like this out of a old school bag strap. good luck. be safe :-)
