Sounds like something is broken inside the handle. The button isn't catching. You could do a few things, quick fix, put a rubberband around the shaft just below the handle when it is extended and it will keep it up high. Better fix, contact Perego and get a replacement handle. If it has been doing this since you purchased it, it may be under warranty. If it is past the warranty period, you can either take the stroller to a Perego repair center near you or potentially replace the handle yourself.
