Lift up on the handle in the middle on the seat back. There are usually 4 stops along the way from upright to recline.

I have included two links for you since the manual is very hard to find for you particular chair. The first is the 2013 model manual. Not much has changed over the years on the models so most of it will be applicable to your chair. The 2nd link is for the Prima Pappa Dondolino Rocker model which will show you how the rocking feature works on your chair. Most other features would be applicable on your chair as well. You can go to Amazon.com and buy the 10" X 2" innertube and it works like a charm. I too tried forever to find the exact fit, but ended up going to the next closest size. Be careful not to pinch the innertube when installing because it will cause a leak so I recommend a person that has done it once or twice.
