Is that one of the PCChips boards that has a jumper to enable/disable writing to the BIOS (Basic Input Output System? If it has a hard drive in it, disconnect or remove the hard drive, and then reset the BIOS, by removing the BIOS battery for 5 minutes, then put the (good?) battery back in, and boot it up without any hard drive. I have seen such behavior before, due to malware such as TDL4, and also "BadBios!" Those malware systems can OVERWRITE any unprotected BIOS with modified code!

With shop repair rates in the range of 60$/hr, the demand for parts may preclude any availability as the issue of professional economical repair becomes unlikely.

It could be static build-up. Follow these steps to fix. 1. Unplug the ac adapter. 2. Remove the battery. 3. Hold in the power button down for a full 45 seconds(most people count in their heads and because they count too fast, they fail to reset it correctly). 4. while the battery is still removed, plug in the ac adapter and try booting up... if it boots up, you can either continue to use the laptop like that(saves battery life) OR you will have to shut down again before you plug the battery back in. Make sure that all expansion cards, especially the graphics card is seated fully in its slot on the motherboard. If it is using onboard graphics (usually VGA on the motherboard) then the graphics may have gone bad.
