you need also the SIM code to unblock the SIM card. If is not this problem, than SIM is damaged or contacts for SIM card not proper. Try SIM card in another phone.

Get a pencil with an eraser on it. Rub the eraser on the gold contacts until they are shiny again as opposed to dull. Use a soft cloth to make sure you remove all the rubber from the surface. Put it back into your phone and try again. Semper Fi, Z
