Panasonic DV-Camcorder tape problems.
i used to service quite a few older camcorders, many of them had some sort of rubber band pulley mechanism and the band itself would go limp (corroded) and not providing enough torsion to drive the mechanics of the camcorder
(imagine a slipping fan belt).
you'll have a real hard time getting an exact replacement, and at great expense.... i've had success splicing a normal rubber band, simply razor cut the ends to meet and use the tiniest dot of superglue to make a band of your length... an untreated rubber band would maybe last about a year unless you wipe it with a coating of silicone which extends it's useful life by 10 times (i have a diy treated rubber band in an older cassette deck still running strong after 12 years)...

Error F01 and F02
Both of these error codes are related to the reels inside of the camcorder. The error codes that you mention stand for No Take Up Reel Rotation (F01) and No Supply Reel Rotation (F02). The take up reel is the one that pulls in the extra slack while the tape is running so that the tape itself does not become loose and choppy. The supply reel is the reel in charge of turning to allow the tape to unwind. What you are experiencing are both common reel rotation errors.
First things first, restore your camcorder to factory settings, take out the battery and leave it out over night, plug it back in the next morning. If that doesn't fix it, try a completely different tape that you've used in the camcorder before to see if there is something wrong with the tape reels (sometimes they are loose) or the tape itself.
If that does not work, your next step is cleaning the camcorder. Use a cleaning tape. You may want to perform two or three cleanings in order to make sure that the camcorder is back to normal. You can also use an electronics dusting brush and manually clean out any visible dirt or dust, sometimes blowing cool air (such as the canned air used to clean computer keyboards) directly into the camera can fix the problem as well.
Unfortunately, if neither of these solutions fixes it, it's time to take it to a repair shop, it may need a new reel mechanism inside of the camcorder.

How is lock removed so disc can be ejected?
hi,
do not power on, just connect with power then push the eject button, in normal condition it will come out. in some cases the eject motor becoming faulty, if so should replace the motor.

I need driver for transfer PV-GS39 camcorder to my laptop with window 7 where can I find the good driver
If Microsoft does not have a driver for this device, you won't find one.
When you connect something to an USB port for the first time, don't hope to much. You have to be sure the computer has the correct software to recognise the hardware and can work with it. From Windows 7 and up, for all hardware that is certified with Microsoft, you can download the drivers from Microsoft. Lots of hardware is recognised when connected and will initiate a download from Microsoft. But not all hardware will do so and not all hardware is compatible (same as not certified by Microsoft from Windows 7 and up) with the new operating systems.
Most things that worked fine with Windows XP and or Vista, can fail with Windows 7 and 8, because the factory that made the hardware in the first place does not ask for certification with Microsoft for their old Hardware. They only spend time and money to get their new hardware certified on the new operating systems.
So to make sure your hardware is compatible with the OS. Check the manual and find out, what you have to do so it will work on your computer.
If your device was working on a USB2 port, it also should work on an USB3 port, on the same computer. But don't expect another speed, because the slowest part decides the speed.
PLEASE READ THIS TOO:
if you can't install program's that came with your camera. try some generic software for photos and videos like Ulead, Pixir, BeFunkey, Gimp, Photoshop express. Or if that is not possible you could install an external memory card reader and download the videos via de memory card reader. If there is a memory card.
