I have searched quite a bit for your manual and it doesn't seem to be easy to find it.
However, I found two piece of information that could possibly help you towards getting what you want.

2) I have found a forum discussion where people discuss about this manual. One of the people in that discussion has the manual with him, and said the following (see below). Hope this helps you!

It is a piece of paper folded into six sections. On the front section it says "Quick Guide 3.1M" and then it explains how this guide will help you to set up your camera and use it in "A", an automatic, point and shoot mode designed to produce the best results in mose circumstances. It then says for more complete imformation, please refer to the 3.1M User's Manual. I don't have this and can't seem to find it anywhere. On the rest of the pages it explains how to insert the memory card and batteries, how to set the time and date, how to check the focus mode, how to adjust image quality, how to chose an image size, how to compose your photosgraphy, how to check flash, how to take a picture and how to check the result. That's about it"

The stopping and going off could be a low or bad battery symptom .The battery will need replacement if the device is more than 2 years old. The PC not detecting the device could also be because of low battery power.
